premium phone lines

hi guys this is my first post on here. My friends son has been calling naughty premium phone lines he is over 18 but his mum still pays his phone bill so when the bills started rising he got caught out and his mum said if he was going to continue doing that he would need to start paying his own phone bill. But I was wondering what happens if under 18's call these lines do they just get cut off
