13 year old ds so continually mean

to his brother who is 2 years younger. he is often rude to us too, but its his brother who brings out the worst in him. he just cant bring himself to be kind to him, or resist putting him down. I have tried and tried to talk to him about being kinder, but he just says his brother is horrible to him too (he is, just less so) and that he doesnt like him and doesnt care if they dont get on. it breaks my heart. do i just accept it will be like this forever (they have never got on well) and try and not get upset by it?
