new bra today

So, despite my belief to the contrary, I actually fit in a 30'' band. I measure 35'' inches though (was measuring 34'' but have put some muscle on across my back recently). Is this normal, to have such a difference in what you measure and what fits? today's new bra is the Panache Andorra full cup, bought purely because it was very cheap and I was desperate for something that actually fit. I'm also now slightly suspect that my boobs were not the low hanging, saggy mess I thought they were and they are actually more full on top than I thought. I am now thinking they look deceptively saggy as they start quite low on my chest (i also have funny shaped bones, especially on the breast and collar bone, scoliosis caused apparently) Checking in at a now perfectly fitting 30F, with cleavage and total support
