Dd age 4 with PDA, transitionto school, crap nursery!

Dd was diagnosed with PDA this year following severe speech delay that didn't seem to be improving. she is under ENT and needs grommets put in again this year and possibly adenoids out if they are large. She has had recurrent glue ear and ear infections since birth. At nursery she is excellent at masking the issues and doing what is expected of her and manages to communicate her needs. Her speech delay IS severe however and the private SALT we see say it is one of the worst she has come across. Nursery seem to treat Dd as though there are no issues imo. We have a 2nd team around the family TAF meeting this week and Dd's nursery now has new management. The previous manager was sceptical of the PDA and clearly questioned/blamed our parenting. New manager seems defensive and did not seem to know alot about Dd but seemed unsurprised nd unfazed by my questioning. She states she was not aware of TAF meeting and that nursery are too short staffed to attend. she questioned why nursery needed to attend when the school SENCo was coming to visit next week. The school SENCo had wanted to visit this week but was again refused as they were too short staffed. I feel they are being really obstructive. Dd attends nursery every day whilst I work, September seems a long way off! Dd loves her friends and needs the social interaction that nursery provide but I really do think they are shit and not fulfilling their responsibilities. Am not sure how to move forward?

Nursery should absolutely be involved in the TAF process!
Who is the lead professional? Can they speak to nursery and sort it out?
