Can the OT refer DS to the school Ed Psych?

I've got an appointment this afternoon to see an OT about DS (5, ASD), mainly about sensory issues but I also want to ask her about his difficulties with handwriting. School keep telling me it's just a fine motor skills problem, but I think there's more to it than that.

DS was supposed to be seen by the Ed Psych last year but it didn't happen, would the OT be able to refer or at least recommend to the school that he's seen?

Afaik professionals can ask school / recommend that school calls in the EP, but school can ignore/refuse. At least that's what's happened to us. We have had paed, OT, and lead psychologist of ASD assessment team all write to school, but school keep saying they don't have enough allocated EP visits.

Thanks Jackster. I think the school will probably ignore/refuse, but anything's worth a try!
