My DS is at an extremely supportive school. He gets support in various situations. Some in a group setting and other times are 121.

He has only progressed due to all the extra support he's given.

He has anxiety issues on top of this and I'm thinking now he's in year 5 it's time to start thinking about making sure the support is there for high school.

Can I really get a SA for a child who has progressed, albeit with extra support or will I be laughed out of the virtual meeting the panel have?

School are desperately worried about transition and want me to make sure I find the right high school for him.

My ds is also at a very supportive school. They are only just getting to grips with his PDA (the confirmed diagnosis was received yesterday!) but they have been working with it for the last few months. I am sure he will soon make good progress as they have fantastic plans to support him.
We had a meeting today though and I think his teacher believes he will need more support than they can provide without extra money, but like you I wonder if we could get a statement if he does make progress with the current plans and resources. My hope is that the new system Sarah Teather is introducing might not require failure before resources can be allocated in the way the current system does, but of course you are facing secondary before those changes will be implemented. Hopefully someone wiser will be along to advise soon.

They're not suggesting SA as such. They don't know if he needs it right now. I think he could make more progress with the right support in place.

I guess the onus on you is that he has still failed to make sufficient progress

Can you talk to them about it then, explain that you're delighted with all their support so far and that they have helped ds' progress but your concerns are that there will be far more expected of ds at secondary and you want to get appropriate support in ready for that challenge?

I just never know how to approach these subject and am quite anxious myself.
