really agitated settling

Hi, maybe this is normal but does anyone else have the same thing. my 14 week old is really agitated when i put him down, shouting, screaming, gurning and absolutely has to have a dummy (which we never used with our first baby) takes me up to 6 visits/putting the dummy back in etc to get him off sometimes? we never swaddled him, but i wonder if that would help and I am a bit worried if we might be making him dummy dependent, have read loads on here about that. If anyone else has had the same thing, any advice or is it something he might grow out of? thanks
