P&Ts raincovers - attaching to buggy to store

Does anyone know where the little velcro fasteners are supposed to go to attach the raincover pouch to the pushchair for when its not in use - ie if you are taking it with you in case it rains when you are out. I can't see any obvious place, unless you just lie it in the shopping basket.... any ideas?

I put mine either from the handle bar or on the side if i don't have the panniers on
