Sensative exisiting resindential boundary

Local council plan on building houses on a local green belt field. The houses backing on to the field have very small back gardens and on the plans it says sensitive existing residential boundary along their boundary line.
What does this actually mean in reality? Will they actually give a stuff about these residents?
