How can I improve the view?

Our dining room faces the side of the house and has a beautiful arched window which I love. It looks out onto the (narrow) side path leading to the garden and a fence (i.e. very boring view). There are also two smaller rectangular windows on either side of the arched window.

I'd like to do something to make the view a bit nicer. I did think of either painting the fence and/or growing some sort of plant up the fence. But as it's already quite narrow any sort of planting can't take up too much space.

Does anyone have any good ideas please?

Can you attach planters to the fence, then you're not taking up any space on the ground?
