How to get quotes on making safe a rusty balcony

The buildings survey on the house we're trying to buy said we should get the balcony looked at because its old and rusting. It's all metal and just screwed to the side of the house.

I found two balcony specialists who were sort of interested but now aren't. Could I just get a normal builder in for a quote or does this need a specialist?
