Building regulations - lights?

I've just had a visit from the building inspector who's told me that we can't have recessed lighting in the ceiling of the new extension, unless we have a false ceiling. This is because the insulation can't be cut away for the heat of the light.
I don't really want to have a false ceiling- can anyone help me think of an alternative? Are there low voltage lights that wouldn't mean removing any insulation? LED maybe? Or non-recessed ceiling lights that are nice?!

Why do you want to have lamps poked into holes in the ceiling?

i think you would need to check if you can recess LED lights into the ceiling. im sure you would still be asked to remove the insulation.

So there's less stuff sticking down from the ceiling because I can't be arsed to dust them

Is it because of a particular type of insulation you're using that can't be cut away, do you think? Can the builders not come up with some kind of boxing solution around each light to keep the insulation at a suitable distance from the lamp? Or I think they have some kind of fire covers for downlights specifically for this reason?

I think LED fixtures still give off a lot of heat off the back, so don't think that would solve the problem.

I'm going to have this same problem very soon if not as we're starting an extension project too. Our ceiling height is already challenged so I wouldn't want to add another lower level of ceiling. I guess the only alternative for an all over lighting solution is track lighting but I'm struggling to find any I like.

I like pendants, but you can get opal glass lamps that fit close to the ceiling. They are more common in bathrooms.

Minimalist I think it is any ceiling that has insulation in it.
