Best white paint for small budget?

The tired paintwork we inherited nearly 2 years ago has really got to be addressed now DH has thrown red wine over it (fell up the stairs carrying a glass).

I'd like to try white, its a 1996 house, light and bright.

What works? Cheap as possible, but preferably one that an amateur can use without streaks/blobs etc.

I'm going to start with the downstairs loo to get practised!

Wickes do a good white emulsion. My builder recommended it to us and it was good and cheap.
