The combined value of all the houses in London's 10 most expensive boroughs is greater than the combined value of all the houses in Wales, Scotland and N Ireland combined.

In other words, most expensive 1/3 of London's houses worth more than those of 2/3 of London's population situated further away. Doesn't sound so amazing put like that.
(32 boroughs, population of London 9 million, population about 4+1+1=6m)

Actually I'm surprised it took 10 boroughs, but suppose Westminster and K&C don't have that much housing.
