Quick question re free nursery hours for toddlers

Was reading about the plans to double nursery hours to 30 hours per week for 3 and 4 year olds for parents who work 16 hours+.

But I can't seem to find out whether the 15 hours free nursery places will still be available (e.g. for SAHP, parents out of work etc).

I would really appreciate any clarification or links which cover this.

As far as I know, there will still be a universal entitlement to the 15 hours from the term after children are 3. (I'm a nursery teacher)
