Wales - can preschool charge a top up for a funded place?

My dd is at Cylch Meithrin (Welsh preschool). She is 3 and therefore funded for 10 hours. However, the Cylch are charging a 'contribution' of £5 a week for all children. I know this isn't allowed in England but does anyone know about Wales? The rules here are very different - only ten hours funded, can't split the funding between settings, can't use funding for childminder or private nursery. But my dd is only attendi g two sessions a week so with their contribution, which is required and not voluntary, I might as well be paying for her sessions.

Hi there, My DD also goes to Cylch. 4 mornings a week 2 and half hr sessions. It has always been free, although we do now and then get a request for cash donations towards activities or asked if we have spare items at home (jam jars/rugs/nappies/wipes/loo roll, have been the most recent ones). As far as I know all Cylch Meithrin's are a charity. Not sure why you have been asked to pay extra for your session. I would query it with the leader if I were you.
