Why is SMP taxable and MA not?

Why is SMP taxable and MA not? The fact that I qualify for SMP rather than MA means that I have already paid my share of Tax and NI! I know it is only a small amount but it's the principal of the thing!

I think it's because it's classed as "pay" rather than an "allowance". Allowances are generally not taxed, but pay is.
