38.5 weeks and baby engaged but not dropped?

Just that really. Am getting confused.
At last midwife appointment she said only one fifth of baby's head was palpable and so very much engaged. Yet one I saw a friend this morning, her first comment was that baby clearly hadn't "dropped" yet as still carrying bump high.
Is baby engaging and dropping not the same thing? Can you be engaged and still not have dropped? Does baby bump have to drop before you can go into labour?
Ugh, my sun frazzled brain doesn't understand. Want to believe this baby could be born imminently but not so sure now!

My bump never 'dropped'. I always carried high up. Everyone's different

Thanks for replying Melliebobs, that's what I wanted to hear. I couldn't remember my bump ever dropping with my dd but then I was induced so wasn't sure if that was why.

I didn't visibly drop either time.
