"average quality childcare": I thought better of you mn, I really did.

on the home page: "Many British children are being looked after in childcare situations that are only of 'average' quality." erm yes. would very likely be true if we had the best provision in the world. or the worst. ie tells us nothing.

Also if 3% is below standard.....then 97% is above standard (sorry getting a little stressed about OFSTED/childcare etc)

I must confess to thinking the same thing. And also pondered which "average" method had been utilised. [GCSE maths knowledge emoticon]
