car seatbelt issues - someone please help - desperate

my two year old keep sremoving his seatbelt. i have tried hiding it, distracting him, telling him off, timeouts, shouting, and have even smacked him ( which i hate and dont wish to keep doing). i have bought seat belt covers, all to no avail. its so dangerous and i cant not put him in the car for years, as a new driver i am also scared that if he does it at an innopportune moment i will also get an instant ban. all of this is culminating in me barely being able to concentrate with him in the car because of the wait for this, PLEASE help!!!!!!!

Which covers have you tried? The one from GLTC is supposed to be good.

Is this the seatbelt that keeps the seat in the car, or his harness in his car seat?

Now I have confused myself as there is this NEW law from Sep 2006

is it the 4 point harness that the up to 4yrs carseats have? if it's not and it's a booster seat type with a back - get him in the other kind quick. my son did this and opened the car doors - he is older and has special needs,but we tried holding a purse of marbles which would get reduced for poor behavior in the car, rewarding him with a chocolate button for evry 5 minutes good behavior in the car, showing him the policeman that would tell him off[!] if he did it again, showing him the favourite toy/item and then saying it will be put in the garage if he does it again.
if all else really fails there are special harnesses made for children, usually with speciasl needs, which fasten at the back - crelling i think. but this is probably a phase - my son sits quiet as a lamb now but i do remember iot as a horrific time and i have every sympathy for you!
