Overweight child

So I have a friend and she is acting like she wants her daughter to become overweight (Which she is already tbh).
She actively discouraged her from doing any physical activity (apart from playing in the garden) and she is banned from running. She's not happy about the PE they do in school. The child spends most of her time on an iPad which seems to please her mother as she's not bothering her.
The main issue is food - I've never seen a child eat so much, and she is encouraged to eat massive portions as the mother thinks it's impressive in some way. she also has free access to sweets, snacks, crisps whenever she wants. All their family activies revolve around eating out.
I do struggle with my weight and i keep my children active as much as possible as I don't want them to have the same problems.

She did ask me once if I thought her daughter was putting on weight and I skirted around it that maybe she was going to grow a lot soon - since then she has gotten much bigger since - and she said she's decided she's not getting fat she's just 'developing early' - she's 6.

I don't even know what advice I'm looking for - I've tried taking the child out with us but she complains she 'doesn't like to walk' and is obsessed with food constantly.

I know it's not my problem but it's awful to see it happening and I feel helpless.

Are children weighed again in school (I think mine was done in reception) as it might work as a wake up call.

She sounds so odd! Are the parents overweight?

Dad is very skinny, mother is overweight but ironically always on a diet and denying herself things.
She also likes going to the gym......

My head hurts with it
