How to deal with mum of bully who is in denial?

Keep escalating your complaint. So every instance of bullying your child experiences chase up. Ask for a meeting with the head to discuss their plan, if that fails go to the governors. You can also mention that this is a safety concern. Your child has the right to an education in a safe environment without the threat of emotional or physical abuse. Do you know the other victims parents? Can you get them on board to pursue this as well?

In this situation you should only discuss things with school.
If the parents bring it up, suggest they talk to school.

There is a chance the parents are right and their dc is frustrated, but that's for them to deal with with school.

If the bullying is continuing, escalate it with school to ensure your child's safety in school.
