3 year old not settling at pre school

Dd almost 3 started pre-school 2 days in September. She found it hard to settle and has been a bit tearful most days apparently, although stopped crying when she was dropped off.
Until last summer she went to a CM who we all loved but I had another baby in July and it's no longer practical.
She's gone back this half term and is still struggling altough meant to be doing an extra day. The pre-school report that she is a bit sensitive to the noise and mess which could be true although not what her cm ever said.i don't think the pre school are doing anything wrong really; although they are a bit careless sometimes eg they celebrated her birthday on the wrong day as misread it, and sometimes forget to put her name on her peg which upsets her.
It has now been 2 months- is it normal to still be wobbly or does it sound like it doesn't suit her there and I should move her after xmas?

I'm not sure if I'm just being precious as she's my first and she just needs to get used to it

My DS started pre-school in March (he had just turned 3), despite being used to full time nursery (like 7.30-6 5 days a week full time), it feels like it's only the past few weeks that he's properly finally settled, and he goes 4 days a week.

I would stick with it a bit longer, it might suddenly click.
