Dilemma!!!

My DD is 9 & has just started walking to school by herself (it's a 2 min walk). A nearby neighbour has let her DD walk home by herself (with permission from school) under the guise that there is an adult at home. In truth, the mother is out working, the child lets herself in to an empty house & 15-20 mins later her older brother (who is maybe 12) also arrives home. Both children are left alone until the mother returns from work usually 1-2 hours later. I know juggling school pick ups & work is a nightmare but I am concerned as worry what would happen if there was an accident & would not dream of leaving my DD alone in the house at that age. I do not know the neighbour well & wouldn't feel comfortable approaching her. Should I speak to the school & make them aware or keep my nose out. Help!!
