Question about green card renewal.

I have a friend whose green card is expiring in april. She is on holiday in Europe and will go back to the US in December for a week. Is it better to get it done now or can she do it whe n she goes back in March?

What's required now, you fill the application and give a photo and fingerprints, am I missing anything? Does she need to bring photos or will they do them at the INS center? How much is the fee for new green card?

Has anyone been t o INS office in San Francisco? Where is it exactly? She's leaving on the 2nd December and will come back to Europe the 8th.
