Insurance claim- Managing Agents not paying

A flat we own in a large block had a ceiling damaged by a water leak from shower tray in the flat about months ago now.
We put in a claim via MA with 3 quotes and the claim was agreed.
After 4 months of calls , letters and visits our claim is still being
ignored. The last time we visited a lady said "Oh dear another thing
we have not done!"
There seem to be plenty of people there. Doing what?
In addition last year while block renovation was being carried out
our newly done balcony was damaged by the builders and our
front door never painted. We have now witheld our quarterly
maintenance payment- we explained in writing- until this issue
has also been seen to.
What are our rights?

You need to check your Lease. It will set out the freeholders obligations for maintenance of the building and your rights. Then write to the freeholder or managing agent setting out the problems and that you consider them to be in breach of the Lease. Threaten that you'll make an application to the First Tier Tribunal (Property Chamber) if they do not resolve the issues.
Google "enforcement of leasehold covenants" for more info.
