moving country can he stop her?

Asking on behalf of a friend .
she has 2 dc with her exh they split up 3 years ago
he see's the kids rarely and pays no maintenance ,
they have no custody agreement.
Friend is from Scotland but moved to England
shortly after birth of 1st dc , she is desperate to
move back to Scotland to be close to her family
and friends. Can he stop her ?
If not how should she go about doing it.
Should add he isn't a pleasant man he was violent
to her and has recently been to prison.

Lawfully he can stop her if he gets a prohibited steps order (i think it's that one anyway) However If she moved without him finding out I imagine it would be very unlikely the courts (if he took her there) would bring them back if she proved it was for the best of the children i.e put them in good schools, got a better job, better house and living arrangements and proved she'd worked out custody of some sort like half term and half the summer holidays with there father and she'd pay for travel there and back (because she's the one that moved)

Why is he not paying maintenance? Has she been to the CMS? He should be paying for his kids

Tell your friend to get advice from Women's Aid if the man is violent. They will help her get perspective on this and assess risks. The problem is that he might follow her and do something serious and she may need to put a PS order on him.
