Not sure about cables, might be wise to seek the advice of an electrician. Does your sander have a collection bag? Can you keep swabbing with water as you go to eliminate the dust?

I've done floor boards before and tried to line the room as best I can with plastic sheeting. Drag it outside afterwards and hose it down. Wear masks if possible.

On no account cut cables! Leave them until you can employ an electrician. Years ago DH turned off the electricity at the mains, in a very old house. He then cut a random cable in an outside wall. Of course it was still live!! Fortunately he was using insulated cutters, although it still threw him back a few feet?
