Consultancy in Public Sector

I've had a long career in local government but want to find an alternative by the time my daughter attends f/t school in 2005. I've been thinking about setting myself up as a consultant either solo or through a company that takes on associates.

I wondering whether anyone else has done this and how successful they've been - also, how did you start off? I have some friends who have been really successful and turn down work. Equally, I have a neighbour who seems to find it hard to get work.
