If you block an email is there anyway to find out if the person has tried to email you? (can't remember the address)

If someone has blocked your email to them does it come back as undelivereable?

How are you blocking it? Some blocking systems will bounce it back to the sender, some will just delete it.

It's also possible that some log the fact that they have blocked an email, but I imagine most would not.

DH blocked my mother ages ago and I was curious as to if she had tried again.

I haven't had a reply from an email I sent and I don't know if they have got it.

Now I want to send an email via my phone but I can't get it to configure.

With regard to blocking e-mail... I use a filtering service called ClearMyMail. You can signup for a 30 Day, No Obligation Free Trial by visiting this page. The system I use filters Spam and any other e-mail you so desire, using what is known as a White List - A list of e-mail addresses from which you WILL accept e-mail.
Any e-mail that gets blocked, gets stored and you can access it for up to 30 days, at which point it then gets deleted. The message isn't bounced, so the sender does not know that the mail is being filtered. The search facility allows you to search by e-mail address, part e-mail address, and by words in the subject line.

So it really depends on what system you are using to filter e-mail, as to how it behaves.
I have described above how the system I use (Clear My Mail) does things. Other systems could well do things differently.
