DD2's laptop still shutting own..........2hrs *after* we pressed 're-start.....[confused]]!!!

like the title says, she had to re-start her laptop this morning as there was a problem with norton system works....(it recommended shutting down and re-start).

this was done at 11am, it is now 1pm, and still we have the little 'twirly' circle sayinging 'shutting down'.

she needs to go on as she was doing some homework and needs to print it off, but I have no idea what to do....should she close it and then press start, press buttons of some kind.......HELP please
