Need a new laptop- help!

I need a new laptop as mine is dying. I've heard very bad things about windows 8, but also heard that if you have touchscreen it's ok.
Most of the touchscreen laptops seem to come without a DVD drive, and from reading a bit online, the general consensus seems to be that I should move away from physical storage (like DVDs, and my own computer storage) to using the cloud.

Except that our broadband is SLOW. And is going to stay slow. We are rural. There is never going to be super fast here unless someone does something with masts and microwaves or something. Which seems unlikely.
I can't download films, and I don't want to store everything in the cloud cos it takes so long to get stuff from it.

Equally, I don't want to spend a fortune.

So- is what I want out there- touchscreen laptop, that will run office, with DVD drive, (ideally with VGA but I know that may be a step too far). All for under £500??

Does anyone know where I should be looking? I just keep going round in circles...
