How to plan a flower bed?

I have a 30ft long 2.5ft wide flowerbed that is completely empty and needs filling.

It's south facing but against a 6ft tall fence.

I'm thinking that I would like some climbers at the back to cover the fence and provide some privacy. The top 2 ft of the fence is trellis so neighbours can see through.

I'm thinking of planting roses, lilac of some sort, some shrubs and maybe some herbs. I'm even wondering if any small fruit trees might work?

I'm a complete novice though so have no idea how to plan this project. What should I plant where etc?

This is the only area I have for plants so I'd like to fill it as much as I can.

Any advice gratefully received!

I meant to add that I have toddlers and cats so nothing too prickly or toxic.

The bed is not very wide, so I'd go for climbers such as clematis, winter and summer jasmine for seasonal colour. Fan trained fruit trees would be good, maybe a climbing hydrangea.
I'd then look to lower growing plants such as Hebe, penstemon and roses. Also some bulbs for spring colour. I'd try to get colour all year round, scented plants and those with interesting leaf structures.
You don't mention the aspect of the bed this will affect how plants grow.

Thanks!

The garden is easy facing with the bed running along the south facing side.

That should be a great aspect. You will have to make sure the larger plants don't grow too forward, masking smaller ones in front. Also, if you are growing tall plants, such as oriental poppies or lupins, put some support stakes in before the plants get too tall.
