Can you help me identify this lovely plant?

That is growing over someone's wall a few streets away from me. Never wanted to steal a plant quite this much!

Not sure but looks a bit like a Philadelphus. Manteau d'Hermine??

Is this it flowering at the moment? It seems to have straggly stems as if it's a climber - I would have said Trachelospermum but the flowers look double/more fluffy. Is it scented? Do you know if it's evergreen? Could you take cuttings so we can all have one?
