How do you go about putting holes in the bottom if you can't use a drill? They're filling up with rainwater... Need to improvise fast, why don't they come with holes in??Confused

I tap in a nail with a hammer or a screwdriver, you could tap it in with a big rock. Doesn't need a drill but it's good drainage.

They come without holes as meant to put another plant pot with holes with the plant in, rather than planting straight into the metal pot

I do that though... Just fills up and overflows anyhow

If you put hole in from the outside in, you'll get shards of the metal poking in. Put a layer of biggish gravel in the bottom to bring the bottom level with shards and you ought not to get drainage problems.

Also correct not to plant into it directly as the roots will burn in the sun. I have big IKEA metal planter and line it with cardboard to insulate the pot against the sun.
