Hardy plants for very sunny border, is there anything?

Our front garden is south facing, it's mainly concrete but has a small raised border on one side. The main problem is, that everything seems to be burnt to a crisp when the sun shines.

What plants can survive in a hot border that's will stay fairy low?

herbs such as oregano, rosemary, lavender, sage? They seem to thrive in the Mediterranean :)

Irises - lovely for spring colour and their rhizomes thrive in direct sun.
