How do I go about growing potatoes in bin bags?

you are better with rubble sacks rather than bin bags

roll the top of the bag down, put in layer of soil -topsoil is fine

plant your spuds and cover with more soil

as they start shooting up unroll the bag a little way and add some more soil

you will need to chit your seed pots first but it's pretty easy smile

Chitting your seed potatoes, it is where you let your seed potato grow some roots for want of a better word grin there are arguments for both chitting and not chitting. I do chit, I can't tell you why, I just do.
