spoilt angels -NOOOO who wants to think their child is spoilt? sounds insulting before you begin, may as well call it spoilt brats 
Baby Ville - looks like baby vile at a glance. no
?? boutique - sounds expensive exclusive, so depends if that is what you are
sorry those are all negative. just honest feedback. out of those think Fuzz baby is fave. What about Baby Fluff (rhymes with baby stuff, but more cute)

Maybe if you give a bit more info about what you're trying to do - is it clothing? Equipment?
Are you aiming to make it very high end and expensive, or approachable and helpful?
Bricks and mortar retail or online?

Twinkle Toes, Little Rascals, Pure Cherub are all OK - but you'd need to check them out as I'd be surprised if they were still available.

Rugrats is the name of a tv show with merchandise so I wouldn't pick that as if you ever want to expand into clothing etc, you might not to be able to use that name.
Sainsbury's has a range called Little Ones, so ditto with that one. It's not a good idea to use the same name as another brand if you can avoid it as it will limit what you can do with your name in future.
I think Little Rascals might also be taken.
Have you searched the government's patents/trademarks database to see which names already exist and what they can be used for? It might not be much of a problem if a telecoms company used the name Little Rascals for a telecoms company, but if they have it trademarked for fashion use, that would be a problem.
