We live in Epsom and are getting to the point where we can get a babysitter in for an evening so DH and I can go out. It's DH's birthday in a couple of weeks and we'd like to go for a relatively nice dinner somewhere. Usually, if we're just grabbing a little downtime we'll go to a chain like Ask or Cafe Rouge or the local pizza place/pub, but I'd love to have a couple of "proper" restuarants up our sleeve for actual occassions. eg We've been to Jamie's Italian in Kingston a couple of times, which was great and still close enough that we could have a nice meal and be back in plenty of time for the babysitter.
Any other suggestions from locals in the area?

Not sure if it's what you had in mind, but Mae Ping in the town centre is a lovely thai. Their Crying Tiger (steak) is to die for. Plus lovely decor makes it feel like more of an occasion.

Well The Good Earth is a fabulous Chinese. Bit pricey but amazing food.

Second, The Good Earth.
I know it's a pub but it's a fabulous one with lovely food in a country setting, The Kingswood Arms, in Kingswood(!) is great.
