Being dumped on - how to avoid?

I'm in the throes of trying to get another job but in the meantime, I have to get on with my job. We all have to do a certain admin which is finance related of which I get an email every week I get from our boss saying get em sorted. It's a name and shaming type approach and are put in minutes each week and measured on it through goals and objectives. Mine were nice and clear and there are repeat offenders. I now, despite being high level, have been dumped with a colleagues deliverables and they will be outstanding as of being assigned to me. Just cos I mainly keep on top of mine and my finances are in order. Head of dept instructed this change but this is a major dump. How do I say you're taking the piss while being professional? I've said it already to two bosses and the 'agree' but say I'll still have to do it? I'm really peed off!

I wish I knew

I got dumped with a shitty job because the obvious candida would have had a strop. So I now need to read up on doing a process which will be obsolete on 6 months when the other person has been doing similar for years and could have easily finished this all off
