Commissioning approx means 'setting out terms for the provision of services'. Someone commissions every public service whether its GP or HVs

So the money and responsibility for deciding who provides a service, the level and financial remuneration for a service goes to a 'commissioner'

The commissioners are employed by e.g. DoH or local govt. There have been recent changes in which services are being commissioned from DoH or govt commissioners.
