I guess the problem is that if the class is full (at its legal limit), it has to be a very good case and is very difficult to allow an extra child in.

I'm not sure about junior schools, but I'm pretty sure that for primary schools, if you win an appeal they have to provide an extra place.

When I looked into appeals it was for secondary schools, so I didn't take in what happened for primaries/junior schools that much.
Could you give the Advisory Centre for Education a quick ring? It's the sort of thing they could tell you right away.

If you win an appeal they give you a place, even if it puts a class over 30. You can go on the waiting list and wait, without having to appeal.
