6th form advice please homework/study expectations

What's the expectation from the school/college of homework/home-study hours? I know some colleges specify as a guide to help those students who need more guidance (all of them should really) I even remember my uni told us ' expect to do 'x' hours a week at home. Advice much appreciated as my partner's son is basically failing and has little support as to how to structure his 'a' level study from home or school. (and is using every excuse in the book not to make changes including saying he doesn't get any homework sigh) Also, do art/photography students get 'homework assignments? And lastly if a student has pretty much failed all 3 'a' levels in their first year of 6th form - should the school allow them to continue, in which case, what support/monitoring should the school put in? Thanks in advance for help, feeling a bit lost as to how to help him as communication with mum where he lives (100's of miles away) could be better (not that I'm blaming her) :(

Our sixth form college recommend that students do AT LEAST five hours private study per subject per week. If he needs support in how to structure this see what the school/college offer. Ours offer workshops for every subject every lunchtime and has a separate study skills department (it is a very large college!).

The 6th form colleges we looked round also recommended 5hrs per subject per week. If homework wasn't set they should be reviewing understanding, reading round the subject, practicing questions or whatever.

DD's college require 3Ds at AS to be allowed to continue I believe.
