FE college would probably take her if not.

They should be able to. IIRC students can resit A'levels for a year, making them 19 when they leave. You're best off asking the school

I had a year out from June of year 11 (just after GCSEs) until the sept of the following year. This was due to being ill. I then joined the 6th form at my old school aged 17y4mo and completed by A-levels in the next 2 years.

I would just ask the school!

My little sister has just been to a meeting for the 6th form she's going to in September, there is a girl doing History A-level with her who is 17, so the age shouldn't be a problem.

You may need to contact schools pretty quickly though as applications were done in January for most schools here (Kent) and the 1st round of offers were sent out in March, people can still apply but it's a waiting list for any places that are declined so the sooner she gets her name down the better chance she has.

If not FE colleges don't usually mind about age (26 yr old bro has just applied, inspired by little sis looking at courses) and should still have places but the ones here operate on a first come, first served basis.

Yes, she should be able to get into a sixth form with no problem. She will have less time there though.
