Paypal need to upgrade to business or premier account?

I just got a payment email from paypal and unusually I read it instead of just taking down the address of the buyer. It opened by saying 'you need to upgrade to a business or premier account to accept this payment'
So logged into paypal and there is my payment, completed and appearing in my balance.
So whats that all about then eh?
Did it always say this and I never noticed and it's meaningless?
