Said he hadnt changed to the new address on ebay yet, plausible but should I post to the new address.
I have his email confirming this and the addresses are in the same county

no - refund the payment, tell him to update paypal/ebay to the correct new address then pay you again

and make sure you send with a signature or you lose all seller protection

no - you need to send it tracked - recorded/courier/special delivery etc.
