item not size as described

Hello - i bid for a boden top on ebay. It was described as size 18, and i wanted it nice and baggy. It arrived last week and it was a size - no label in it - all been cut out - but i measured and definitely 14 on boden chart.

I emailed seller last Friday and said seems to have been mistake - will post it back if she will just issue refund. Didnt want to post until I had heard from her. Just got msg this mrorning saying "it is an 18 and that she will not refund" I paid £20 for this and worried that if I just post it to her she will keep it and not issue refund. Where should i go from here? Thanks in anticipation of help from expert ebayers !!

Don't send it back, open a dispute through eBay. If the sizes have been cut out they have no leg to stand on and you'll get your money back.
