always tired child

DD2 is nearly 3years old. If we are out with other children, or her sister she is fine and runs about no trouble. However if we are home or somewhere with somewhere to lay, she just lays down, but never falls asleep. Is this normal behaviour? She is up fairly early in the morning and is normally in bed by 6.30-7pm and sleeps though, she doesnt sleep in the day.
She's not unwell, but its been going on a while now. She eats no problem and doesnt seem to be in any sort of discomfort. I am planning to take her to GP next week, but whats the chances he'll just send me on my merry way and lable me an overprotective mummy

we dont eat red meat but she eats green and both my girls have a multi vit everyday.
