The Moon of Gomrath and The Owl Service by Susan Cooper (tho I might be mixing up authors and titles - either way, SC's books are good. If those titles are by another author, they are good, too.)
Earthsea books by Ursula Le Guin? (Possibly too old for her?)

Was also going to say Dark is Rising series (Susan Cooper), Weirdstone of Brisingamen and other Alan Garner.
Michelle Paver Chronicles of Ancient Darkness are ,imo, quite scary too.
Philip Pullman
House in Norham Gardens freaked me out when I was younger

A Christmas Carol - Dickens

I've always found The Wind in the Willows quite scary, if not actually spooky.

But I don't understand about The House In Norham Gardens. (Always wish I could read it for the "first" time every time.)

There used to be a series of books like goosebumps called shivers. Some of them are pretty scary if I remember rightly
