Direct Payments advice required

Not too sure if this is right place to post but seemed closest. My dad is a complex Parkinson's patient. Has been in and out of hospital for the past 2 yrs with a range of infections UTI's, chest infections and falls. He has had a minimal care package for the past year, 2 visits a day. Breakfast and tea time. He was admitted to hospital back in June with an other infection, this time in his knee of all places. He was transferred to an NHS Rehab Centre about 6/7 weeks ago. He is about ready to go home and we have an MDT discharge meeting on Monday

He is fully self funding. He claims Attendance Allowance higher rate. He is not quite ready to sell up and move into a Nursing Home and tbh he doesn't really want to just yet, though it is a strong possibility in the next 12-18 months. We have had discussions about increasing his care package which he has agreed to and social services care manager is in favour of. He has had a social care assessment completed which recommends an increase in care.

I have read a little about Direct payments and personalised budgets. My understanding is that PB's are means tested but I am generally confused. Any info or advice would be fantastic. He lives in York if that is relevant.
